Washington County Redistricting Hearing - THIS Friday, April 8

Did you know that Washington County added 85,000 new residents over the last ten years?  The high rate of growth in our county has a huge impact on our representation in Salem over the next ten years, and you have a chance to tell lawmakers how to incorporate your community into a legislative district that reflects the people who live there.


The Senate and House Committees on Redistricting will be in Washington County this Friday to gather input about communities of common interest. Input from all the diverse areas across the state of Oregon is crucial to ensuring that legislators have accurate and sufficient information to create new accurate, representative districts.  Washington County has grown faster than any other part of the state, and this fact makes it even more important that legislators hear from local citizens about our communities of interest and links to areas around us.


Please come to the hearing this Friday to sign up and speak before the committee.  You may bring written testimony to submit to the committee, and each person who signs up will have about 2 - 3 minutes to speak.  Talking to the committee is simple, easy, and very helpful to enlighten legislators about all of the distinct parts of Washington County. 


If you cannot make the meeting this Friday, you may submit written testimony to oregon.redistricting@state.or.us.

PCC is seeking public input on how to spend  your tax dollars.  Ask them why there is no street connection planned to connect the other North Bethany neighborhoods to 185th.  If North Bethany neighbors can only get to 185th via Springville, this increases the likelihood that Bethany Blvd becomes a highway through our community center.  Advocate for PCC to become a part of the neighborhood.

These events will highlight several proposed campus plans and guiding principles of Rock Creek campus planning, and will seek feedback on pros and cons of each plan. Clean Water Services’ Board of Directors is seeking applications from individuals to serve a three-year term on its Clean Water Advisory Commission (CWAC). There are two vacancies on the Commission. One vacancy is for an environmental representative and the second vacancy is for an agricultural representative. Applicants for these vacancies must live in Washington County or conduct business within Clean Water Services’ boundaries which include all areas within the urban growth boundary in Washington County as well as the Cities of North Plains, Banks and Gaston.

 The purpose of the 15-member CWAC is to review and discuss major policy issues and programs related to the management of water resources in the Tualatin River Watershed and make recommendations to the Board of Directors. Clean Water Services’ Board of Directors also serves as the Washington County Commissioners. Meetings are generally held on the evening of the third Wednesday of each month and typically run two hours. Commission applications are available on Clean Water Services’ website at www.cleanwaterservices.org or at the District’s main office at 2550 SW Hillsboro Highway, Hillsboro. Citizens interested in applying for CWAC are encouraged to contact Mark Jockers at (503) 681-4450. Applications will be accepted through November 15, 2010 or until the positions are filled.

Clean Water Services is a water resource management utility for more than 520,000 people in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland. Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow in the Tualatin River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.

 
 
The following county budget committees are seeking applications for new members:

County Budget Committee  (Three current vacancies – District 1, District 3, At-Large positions.) Reviews the proposed County budget submitted by the budget officer each fiscal year.

Membership: Board of Commissioners plus five residents of the county. Each county commissioner is

allocated an appointment, however the representative does not need to reside in the commissioner's district.

Time Commitment: 10-15 hours every May; some other meetings possible.

Meeting Times: Two meetings in May as the proposed budget is prepared; up to two additional meetings a

year as needed.

Term Length: Three years.

Enhanced Sheriff's Patrol District Budget Committee (One current vacancy, not appointed by commissioner district.) Reviews the proposed budget developed for the Enhanced Sheriff's Patrol District (ESPD) in urban unincorporated

Washington County.

Membership: Board of Commissioners plus five residents of the county. Each county commissioner is

allocated an appointment. The five residents must live in the ESPD.

Time Commitment: One to two hours in May.

Meeting Times: One meeting each May.

Term Length: Three years.

Urban Road Maintenance District Budget Committee (One current vacancy, not appointed by commissioner district.) Reviews the proposed budget developed for the Urban Road Maintenance District (UMRD) in urban unincorporated Washington County.

 *Membership: Board of Commissioners plus five residents of the county. Each county commissioner is allocated an appointment. The five residents must live in the URMD.

* Time Commitment: One to two hours in May.

* Meeting Times: One meeting each May.

* Term Length: Three years.

Boards, committees, and commissions advise the Board of Commissioners on matters of interest to people who live and work in Washington County. Committees themselves do not pass ordinances or establish policy; their purpose is to study issues and make recommendations. Commission members are volunteers appointed by the County Board of Commissioners. Members must be residents of Washington County. Serving on an appointed board or commission is a great way for Washington County residents to participate in decisions that affect them and to learn more about how local government works.

The public is invited to review and comment on the North Bethany Community Plan Ordinance 730.
 
Ordinance 730 directs how development may occur in the new North Bethany Subarea. Ordinance 730 ensures that the community's vision for this new area will be adhered to. Based on community, property owner and stakeholder efforts over the last three years, an illustrative Concept Plan was adopted in October 2009 by the Washington County Board of Commissioners. Ordinance 730 provides the tools to implement the Concept Plan.

The Open House for the North Bethany Community Plan will focus on recent progress towards creating an implementation and funding plan for future development. In 2009 the Washington County Board of Commissioners adopted the North Bethany Concept Plan, a framework to build a community with a high level of amenities. Staff, working closely over the last three months with North Bethany property owners, CPO7, and developer representatives, is drafting a land use ordinance that follows the North Bethany Concept Plan. The ordinance will then go before the Washington County Planning Commission in mid-July and the Board latter this summer with the goal of adopting the ordinances by October.

At the open house you will have opportunity to review and comment on draft ordinance language regarding:

  • Park and community service areas location criteria (how parks and public spaces are assured of being developed)
  • Land use districts (where different housing densities should occur)
  • Development standards
  • Commercial use areas
There will be opportunity to learn about the county's development review procedures and what different levels of review mean (what the differences are between a Type II and Type III review and how they are applied.) Transportation funding is an important element of moving development forward and staff will have draft funding strategies to discuss. And draft Community Development Code updates and new Code-section language will be available for review and comment.

Staff will be available to talk with you about these issues. There are no formal presentations, so drop in anytime between 4 and 7 p.m.

The North Bethany area was brought into the Urban Growth Boundary in 2002. Washington County began planning for the community in 2007 to create a Community of Distinction. Once completed over the next 20 to 25 years, the community will have neighborhood and community parks, walking and biking trails, close-in small commercial areas, a range of housing types and designs, and natural areas and public spaces for all to enjoy.  The Washington County Planning Commission is scheduled to hold their first public hearing on August 4.  The new Ordinance 730 (to be posted by July 19, 2010) can be tracked at: http://www.co.washington.or.us/LUT/Divisions/LongRangePlanning/2010-land-use-ordinances.cfm (you can sign up for the RSS feed or receive updates through the eSubscriptions.)
