PCC is seeking public input on how to spend  your tax dollars.  Ask them why there is no street connection planned to connect the other North Bethany neighborhoods to 185th.  If North Bethany neighbors can only get to 185th via Springville, this increases the likelihood that Bethany Blvd becomes a highway through our community center.  Advocate for PCC to become a part of the neighborhood.

As part of PCC’s continuing quest for feedback on Bond planning and campus design, Rock Creek Campus will hold the following public events in October and November. These events will highlight several proposed campus plans and guiding principles of Rock Creek campus planning, and will seek feedback on pros and cons of each plan. Please feel free to attend one or several of these events and bring your questions/concerns!

PCC Rock Creek’s Harvest Festival will offer unique opportunity for neighbors and community members to learn about and weigh in on various options for the upcoming campus redesign in an informal setting. Representatives will be on hand to discuss and answer questions about the 2008 PCC Bond planning process, including roads, connectivity, building placement and more.

Monday, October 25, 7-9pm, CPO7 Meeting

PCC Rock Creek Bond planners and architects will make a formal presentation on the campus redesign options brought forth by the campus and community last spring, with ample time for Q&A.

Please join PCC Rock Creek President Dr. David L. Rule for a community forum in which we’ll discuss campus options and issues. This will give Rock Creek architects, project manager and district administration a deeper level of community input as the group prepares recommendations for the PCC Board of Directors regarding preferred campus design.

The public is invited to review and comment on the North Bethany Community Plan Ordinance 730.
 
Ordinance 730 directs how development may occur in the new North Bethany Subarea. Ordinance 730 ensures that the community's vision for this new area will be adhered to. Based on community, property owner and stakeholder efforts over the last three years, an illustrative Concept Plan was adopted in October 2009 by the Washington County Board of Commissioners. Ordinance 730 provides the tools to implement the Concept Plan.

The Open House for the North Bethany Community Plan will focus on recent progress towards creating an implementation and funding plan for future development. In 2009 the Washington County Board of Commissioners adopted the North Bethany Concept Plan, a framework to build a community with a high level of amenities. Staff, working closely over the last three months with North Bethany property owners, CPO7, and developer representatives, is drafting a land use ordinance that follows the North Bethany Concept Plan. The ordinance will then go before the Washington County Planning Commission in mid-July and the Board latter this summer with the goal of adopting the ordinances by October.

At the open house you will have opportunity to review and comment on draft ordinance language regarding:

  • Park and community service areas location criteria (how parks and public spaces are assured of being developed)
  • Land use districts (where different housing densities should occur)
  • Development standards
  • Commercial use areas
There will be opportunity to learn about the county's development review procedures and what different levels of review mean (what the differences are between a Type II and Type III review and how they are applied.) Transportation funding is an important element of moving development forward and staff will have draft funding strategies to discuss. And draft Community Development Code updates and new Code-section language will be available for review and comment.

Staff will be available to talk with you about these issues. There are no formal presentations, so drop in anytime between 4 and 7 p.m.

The North Bethany area was brought into the Urban Growth Boundary in 2002. Washington County began planning for the community in 2007 to create a Community of Distinction. Once completed over the next 20 to 25 years, the community will have neighborhood and community parks, walking and biking trails, close-in small commercial areas, a range of housing types and designs, and natural areas and public spaces for all to enjoy.  The Washington County Planning Commission is scheduled to hold their first public hearing on August 4.  The new Ordinance 730 (to be posted by July 19, 2010) can be tracked at: http://www.co.washington.or.us/LUT/Divisions/LongRangePlanning/2010-land-use-ordinances.cfm (you can sign up for the RSS feed or receive updates through the eSubscriptions.)

Washington County has posted the following information on its website re: the proposed improvements  for NW 185th Avenue Open House  

Washington County invites interested people to a “Neighborhood” Open House to discuss and view the proposed improvements  for NW 185th Avenue between NW West Union Road and Westview High School. The Open House is on Thursday, May 27, 2010 from 5:30 to 7:30 pm at the Springville K-8 School at 6655 NW Joss Avenue, Portland, Oregon.
 
The proposed project will widen this section of NW 185th Avenue from three lanes to five lanes. The project improvements include adding sidewalks, bike lanes, street lighting, landscaping and upgrading the NW 185th Avenue and NW West Union Road intersection to increase safety and add traffic capacity.  Other improvements include adding retaining walls, extending the existing culvert near Bethany Pond and adding a treatment facility for roadway storm runoff.

Washington County staff, along with members of the project design team, will be available to answer questions and  provide information about the design and project schedule.  The project is currently in the preliminary design phase and construction is anticipated to begin in the summer of 2011.

NW185th Avenue, between NW West Union Road and Westview High School, will not be closed to traffic during construction, however there will be short term flagging lane closures to allow construction work to proceed.

The project is funded by Washington County's Major Streets Transportation Improvement Program (MSTIP 3C) funds.

Citizen Participation Organization (CPO) 1 & 7 is holding an open Forum for the District 2 Washington County Commissioner Candidates.

Citizens are invited to meet the candidates for Washington County Commission District 2.  Candidates will share their views on how the County should be governed, and how County taxes should be spent. Those attending will have the opportunity to give the candidates input about what is important for Washington County’s future.

The District 2 seat being vacated by Desari Strader and requires a 50 percent-plus-one vote needed to win in the May 18th primary election.  Here are the candidates for the position:

  • What affect would the proposed new city have on your services and/or service levels?
