                                    A City By Choice is a grass roots non-profit organization made up of neighbors and local business leaders that believe we, the people, who live, work and play here should be the voice to determine how we change. We advocate the ~ 67,000 citizens living north of highway 26 from Cedar Mill to Rock Creek (“Cedar Creek”) have the right to be informed of the cost and opportunities for all possible governance options and determine which governance structure is best for our future. Increased taxation must bring with it more representation.
                                                                                                                              


                                    What started us thinking about a studying the pros and cons of becoming a city?

                                    In 2009, Washington County held an Urbanization Forum to determine what to do with the urban areas within unincorporated Washington County.  They offered 3 choices of governance:
                                    1) Annexation, 2) Incorporation, 3) County Service Districts.  It was clearly stated that the current service districts will not provide enough support for these urban areas over the long term and additional financial tools would be needed.  Since then, only annexation and County Service Districts have been considered. We believe incorporation is a viable option and all 3 options should be investigated. The people who live here should be informed of all their options and empowered to make the decision of which is best for them.
                                     
                                    Our group has participated in years of meetings with Metro, Washington County, and the nearby cities, where we uncovered some facts beneath the surface.  By learning these and connecting them with governance trends it highlights how representatives elected from other areas within the county leverage their local perspectives/needs and emphasize county-wide or city needs to solve the problems (and sometimes create problems) for the unincorporated areas of Washington County.  The issue - we are not empowered to determine and manage our own community aspirations. 

                                    We believe you should learn what your governance options are,  define what you need, then decide if we should move forward to become our own city and manage our own future, annex to Beaverton or have the county create new service districts. 

                                    Current County and Beaverton leaders are tasked to determine the future of your community. It's time you participate and make this your choice. Learn more,
