* community/civic meeting places
- must drive to Hillsboro to meet elected leaders
- must drive to Hillsboro for any planning services
- must drive to Hillsboro to follow any new ordinance processes
Affordable Housing - How can this happen with fees and taxes so high?
Long Range Planning Services - This is greatly needed, but need more than long-range planning. Long Range planning is like creating a road map and not having any management on the ground day to day to influence the outcome of the long range plan. The community needs the ability to MANAGE GROWTH...this entails day to day assessment of impacts to the economy, areas designated for infill, transportation adaptations to allow for more efficient travel, etc.
Local Representation for additional local taxation - Oops...that wasn't included in any of the discussion...
January 18 Staff report calls for roads only. This is a good thing - we don't have the data or community input that is necessary to create the other items outlined above - yet. A feasibility study including all the options could provide such info.

Tell them - they need the facts and community input first and define the business model they intend to follow- (city building/managment or county managment) before they create policy and tools to determine your future!
Who Votes? and Who Pays?
There are currently 106 residents, many of which are primed to sell their land and leave, that will vote on these new taxes.
The future 10K to 15K new residents will pay the taxes. How much additional representation will they receive???

North Bethany Community Planning Interested Parties:
The Washington County Board of Commissioners will discuss a proposed North Bethany County Service District (NBCSD) at the upcoming January 18 meeting, 10 a.m., Charles D. Cameron Public Services Building, 155 N. First Avenue, Hillsboro, Shirley Huffman Auditorium.
The Board will discuss the NBCSD as an Action Item on their agenda. The NBCSD is being considered as part of the transportation funding that must be in place (as directed by A-Engrossed Ordinance 730, October 2010) before development can begin. Formation of the NBCSD will require the Board's adoption of an order for formation of the district and then public hearings to be held in March. The NBCSD could then be placed on the May, 2011 Ballot for a vote by North Bethany planning area residents residing within the proposed district.
