1993
Senate Bill 122 - which was codified in ORS 195 state law required Washington County together with Beaverton, Hillsboro, Portland and the special service districts to determine who will ultimately provide urban services in unincorporated Washington County. The urban service area agreement between Beaverton and Washington County is only an interim agreement. The "Cedar Creek" Community lies mostly in Beaverton's designated future urban service area. 1996 Metro negotiated the boundaries for Portland and Beaverton deciding that Portland's most western border as the Washington County Line. Surveys conducted in Cedar Mill, West Slope and Garden Home showed the majority of those polled chose Beaverton to be their future city. Oak Hills and Rock Creek were very much against Portland's borders moving any further West. 2003 Beaverton almost annexes North Bethany with the double majority method. Needed to annex a public right-of-way (185th) to connect Beaverton's boundary to North Bethany (cherry-stem). Washington County opposed the cherry-stem annexation because Beaverton had not developed a Comprehensive Annexation Plan. 2004 The County took responsibility for the planning due to lack of commitment from Beaverton to create the Comprehensive Annexation Plan and mandated Beaverton freeze annexations north of 26 until 2014. |
2005
Representatives Mitch Greenlick and Brad Avakian pass HB 2722 to allow areas in unincorporated Washington County begin incorporation process without the consent of cities within 3 miles. Additionally, ORS 195 was updated to help prevent cities from annexing 'at will'. Bethany Neighborhood Coalition sends governance letter to all elected leaders with request to create feasibility studies and solid data that informs the citizens living North of Beaverton in unincorporated Washington County what their options for governance are and what are the associated costs to each option. 2009 Resolution 09-63, creates the Urbanization Forum Principles for Jurisdictions within Washington County whereby all future additions to the Urban Growth Boundary must be governed and urbanized by a city and new financial tools are to be created to supply city services to current unincorporated areas. 2010 As directed by SB 1011, Washington County and Metro completed their Inter-Governmental Agreement to designate Urban and Rural Reserves. Metro adjusts the region’s transportation plan (RTP) with High Capacity Transit and Bicycle Capacities. Pending for 2010 Adjust Urban Growth Boundary. Ordinance 730 – approve the development code for the North Bethany addendum to the Bethany Community Plan. |
